Axel is a leader and resilient with outstanding skills in roles of relevance, work and team leadership. Axel is the representative of the Provincial Governments of Ecuador at the presentation of the SDG report (GSDR), Brasilia.
Selected among 23 by the participants of the Economic Commission for Latin America and the Caribbean (ECLAC) to participate in the program of higher studies in Latin American economies. He spearheaded the initiative to position Manabí as the first intermediate government to adopt and lead the Local4Action initiative globally.
He participated in the 2023 High-Level Political Forum (HLPF) and the SDG Summit at the United Nations, NY.
He is the co-author of the first Regional Input-Output Matrix.
Axel led and is the co-author of the Mixed Methodology for Measuring the SDGs by Local Governments.

During this performance, Axel directed and coordinated the Institutional Strategic Plans, Annual Operating Plan, Institutional Management Plan, Annual and Multi Annual Investment Plan. Coordinated the follow-up to the plans of the Provincial Government of Manabí. Directed the management and methodologies of Projects of the Provincial Government of Manabí and the management of information and statistics of the Provincial Government of Manabí.
He was also the Deputy Director of Planning for Development and Territorial Planning (07/20211- 12/2021)
He created the Cities Prosperity Index, conformed the University Advisory Council. Socio- economic research of the province of Manabí-Ecuador,
He is the co-author of the Provincial Development and Land Use Plan, Axel facilitated the training of the network of internal managers of the Provincial Government of Manabí.
Axel was also the Deputy Director of Strategic Projects. (03/2021- 06/2021). He managed Strategic Projects and provided guidelines and methodologies for Strategic Projects. Evaluated the results of strategic projects. Created indicators for projects and processes
Alex holds an M.A. in Economics with a major in Public Policy. (2021-2022) from the – UCE-UGA GPA : 9/10; He is an Economist with a major in Financial Economics (2017-2020) GPA 9/10, both from Pontificia Universidad Católica de Ecuador. Alex also holds a Baccalauréat en économie et gestion (Bachelor’s Degree in Economics and Management) (2017- 2021) from Grenoble Alpes University (UGA) GPA : 9/10
